"Corpses lay every where. It was a bloody, bloody scene."<BR/><BR/>A bullet ricocheted off the back of his skull and got lodged in his upper shoulder. <BR/>Now as fighting intensifies in Wanni, Mahendran has received marching orders. Barely recuperated, he packs his suitcase in his mud-and-clay hut, preparing to return to the battlefield. <BR/><BR/>The Sri Lankan army claims it is now within just over a kilometer of Kilinochchi, the rebels' de-facto capital, and the island's ethnic war is now reaching a decisive showdown. As its troops push eastward into the interiors of rebel-held territory in Wanni, determined to crush the Tigers, the government is leaving no stone unturned to win this war that has simmered for a quarter century. <BR/><BR/>It is calling back wounded battle-hardened soldiers like Mahendran. And just this month, the Sri Lankan government announced it was increasing its defense budget by 6 percent from the previous year to SL Rs 177 billion (US$1.6 billion), a major chunk of which is being used to intensify army recruitment drives across the island, and even re-recruiting deserters by offering them amnesty pardons if they agree to return to the frontlines. <BR/><BR/>As fighting gets fiercer in the north, the army is whetting a large appetite for fresh recruits. It launched its fourth recruitment drive in January this year, which will continue until 31 December. So far, it has reportedly recruited 10,136 soldiers. <BR/><BR/>According to army spokesperson Brigadier Udaya Nanayakkara, the army is currently looking to recruit another 24,000 during the next few months. Already, the strength of the Sri Lankan army has swollen to 140,000 in recent years, which makes it larger than the British army in terms of personnel.<BR/><BR/>In recent months, the Sri Lankan Defense Ministry has been sending a nationwide text message imploring the country's youth to join the defense forces: "Young Patriots - come join with our armed forces and be a part of a winning team."<BR/><BR/>Answering the call<BR/><BR/>Many in an obscure, impoverished village in this district in central Sri Lanka have answered the call. The soldiers interviewed by ISN Security Watch requested that the name of the village not be published, fearing they could be tracked down and censured for talking to the press. <BR/><BR/>In this dusty, bucolic village, dirt roads remain pitted with bone-jarring potholes, water shortages are common, the power supply is erratic and the nearest hospital is a good 48 kilometers away. <BR/><BR/>Seeking a path out of the grinding poverty - and unable to scrape a living from the slivers of paddy farms in this arid region - the entrenched 25-year-old war has become a career for hundreds of this village's youth from over 400 families.<BR/><BR/>Roughly half the men of fighting age have enlisted in the army, navy, police or other security branches. <BR/><BR/>Mahendran joined the army in 2002, and with his army salary, he bought a 19-inch color TV and a mobile phone and is planning to build a concrete house with electricity and a hand water pump in his backyard. <BR/><BR/>Mahendran's elderly father, who goes by the name of Tushara, says he lives in a perpetual state of anxiety when his son is out on the frontlines. Almost every month a corpse returns from the Wanni battle field and a pall of gloom envelopes the village. In the last six months alone, seven bodies were returned.<BR/> <BR/>"If there were any other job opportunities, I wouldn't let my son go to the battle field," he says. <BR/><BR/>Desertion and amnesty<BR/><BR/>In recent years, the Sri Lankan army has been plagued by a high level of desertions, a problem that has only been exacerbated as fighting intensifies, say military analysts. But in desperate need for manpower to win this war, the government has also occasionally announced amnesty periods during which times deserters can rejoin the forces without penalty. In 2007, the army, short of man power, announced an amnesty pardon for soldiers who had gone absent without leave since 2003. This amnesty apparently resulted in the reinstatement of thousands of deserters.<BR/><BR/>By the government's own admission, during the last 6 months 4,004 army deserters have reported back to their units. It launched an island-wide operation to track down and arrest its deserters who refused to re-join the army, and 2,984 soldiers and 21 officers who refused to report back have been arrested for deserting and will be tried in court. If convicted, they could serve up to three years in prison.<BR/><BR/>The army refuses to acknowledge that desertion is a serious problem. <BR/><BR/>The army commander for Jaffna peninsula in northern Sri Lanka, Major General G A Chandrasiri, told ISN Security Watch that "deserters make up a very tiny figure - only 0.5 percent of the army.<BR/> <BR/>"Most of them are soldiers who went absent without leave," he adds, saying a majority of them willingly return to the frontlines once offered an amnesty pardon.<BR/><BR/>However, the re-recruitment of deserters bewilders a leading Colombo-based military analyst who requested anonymity, fearing reprisals.<BR/><BR/>"If the army is really winning this war, as it claims it is, why are so many soldiers deserting the army?" he asks. "No one would want to desert a victorious army, no?"<BR/><BR/>The army is creating a dangerous delusion of an imminent victory, he told ISN Security Watch. Adept at guerrilla tactics, the Tigers won't go down without severely bleeding the army.<BR/><BR/>Over the past year, the Tigers have suffered a series of reverses on the battlefield. Now, the Sri Lankan military is at their doorstep in the north, making rapid advances into Tiger-controlled territory. But even though the Tigers have lost vast swathes of their territory, it is speculated that the rebels still have thousands of hardened fighters and suicide attackers.<BR/><BR/>As war reaches full-throttle in Wanni - on land, air and sea - the army is bracing itself for a possible chemical attack by the Tigers as it inches toward Kilinochchi. The war is expected to get even bloodier in the last few kilometers. <BR/><BR/>There are about 200,000 civilians currently trapped in the Wanni battle zone, and aid workers who recently emerged from that region say the Tigers are expected to use them as human shields.<BR/><BR/>"If the Tigers force the civilians to flee in all directions then the army will not be able to separate 15,000 Tigers from 200,000 civilians," the military analyst says. "This may lead to a bloodbath and help the LTTE to escape to another part of Sri Lanka. I do not see the army crushing the LTTE without the loss of thousands of civilians and soldiers."<BR/><BR/>In Mahendran's hamlet, residents shelter at least six deserters. Every time the military police raids the village looking for them, they sidle out of the hamlet into hiding in the near by paddy fields, residents revealed. <BR/><BR/>"The Tigers have survived for 25 long years. It's not so easy to crush them," says Priyantha, 28, who has deserted the army twice, the first time in 2000. He rejoined in 2002, only to leave again in 2006. He says he abandoned the army for "personal reasons." His family acknowledged he "couldn't cope with the bloodshed." Currently living off farming, he leads a precarious life, always fretful of being caught by the police for abandoning the army. <BR/><BR/>"Prabhakaran is a brutal man," Priyantha says. Now I believe him because of the antics by Tamil Nadu Chief Minister M. Karunanidhi. He threatens to withdraw the DMK support of 14 Lok Sabha members from the Manmohan Singh government if it does not step in to "stop the genocide" against the Tamils in Sri Lanka. <BR/><BR/>The cat is out of the bag when he asks for a ceasefire against the LTTE. Karunanidhi's threat works because the Manmohan Singh government panics. It does not want to be reduced to a minority government. Hence it summons Sri Lankan envoy at New Delhi to the Foreign Office to express its concern over the Tamils's plight. The Prime Minister himself calls on the phone Sri Lankan President Mahinda Rajapaksa and follows it up with the announcement that Foreign Minister Pranab Mukhaerjee would visit Colombo to sort out things. <BR/><BR/> <BR/>DMK supporters participating at a human chain demo on Friday in support of Sri Lankan Tamils. <BR/>I do not know how things would work out in the end. Militarily, the Sri Lankan army is in the mopping-up process. The LTTE's last stronghold, Kilinochchi, has been pierced through. Will Colombo or, for that matter, the military agree to have a ceasefire when the LTTE has been roundly defeated? And what does it mean in political terms because Sri Lanka itself concedes that the problem is political and cannot be solved militarily? My questions are directed towards New Delhi. <BR/><BR/>How can it interfere in the internal affairs of Sri Lanka? What is our business to protect the LTTE against the Sri Lankan military? How can we ask or even make a hint to a sovereign nation to do or not to do certain things? We are setting a precedent which we would regret one day. <BR/><BR/>Asking an independent country not to march against the forces it considers rebels amounts to belittling its sovereignty. Our act is palpably wrong, morally, ethically and politically. Whether the Manmohan Singh government stays or falls without the DMK support is not the concern of the nation. But putting the weight of its authority to undermine a country's sovereignty is very much our concern. We should be discreet enough when and where to draw the line. <BR/><BR/>This does not mean that we should not be concerned over the violation of Tamils' human rights. That Tamils in Tamil Nadu are anxious about them is all the more reason for our sympathy. But there are ways and means of doing so. Calling a country's envoy to the Foreign Office is certainly not one of them. I can understand the centre supporting Karunanidhi's demand to stop the "genocide against Tamils." <BR/>I can also understand that human rights violations create a situation which can be volatile for Tamil Nadu or even beyond. But I cannot understand how the LTTE represents the Tamils. It is a banned organisation in India and it has been proved beyond doubt that LTTE chief Velupillai Prabhakaran was personally responsible for the assassination of former Prime Minister Rajiv Gandhi. <BR/><BR/>Tamils in Sri Lanka are justifiably angry that they do not get their due. I heard endless complaints when I was at Colombo some time ago. Extortions were many and the police would not even register a report by Tamils. Still, the Tamils in Sri Lanka are not disloyal to the country. Nor do they want to secede from Sri Lanka. They want to be treated at par with the Sinhalese, the majority in the country. <BR/><BR/>The LTTE is a band of Tamil terrorists. They cannot be allowed to hijack the Tamil community which feels that it has no equal opportunities and that its language, Tamil, does not enjoy the same status as the Sinhala. True, Sri Lanka is a unitary state but it should administer in a federal way so that Tamils feel they are part and parcel of the country's ethos. However, the eyes of the Manmohan Singh government are fixed on how to save it. The last time when it sought a vote of confidence in the Lok Sabha, it had to bribe a few MPs to garner a majority. <BR/><BR/>Today, the government is doing the same thing, giving in to Karunanidhi's threats. This may be all right with the Congress party, but it is not acceptable to the nation. The real fault is ours because we created the LTTE, gave it training and weapons. It developed its own ambition which was bound to happen when our foreign office foolishly thought that the LTTE would come in handy to needle of the Sri Lankan government to get a better deal for Tamils. The end was right but the means were wrong. Muralitharan alias Karuna at Temple Trees last Tuesday (21).<BR/><BR/>TMVP Leader and newly elected Parliamentarian Vinayagamoorthi Muralitharan alias Karuna Amman had said last Tuesday that there was no necessity for police powers to the Eastern Province and what was needed was development. This statement had surprised the TMVP, which said that all powers should be devolved at provincial level. <BR/><BR/>This resulted in the TMVP General Secretary E. Kaileswararaja writing to Karuna, demanding an explanation as to why he had made that statement when the party he leads has a different view.<BR/><BR/>On Friday, October 17, Karuna loyalists reportedly barged into the TMVP head office, Meenagam and the adjoining press down Govindan Road, Batticaloa and had taken over the place while 'arresting' a few Pillayan supporters.<BR/><BR/>Tense situation<BR/><BR/>The press is used to publish the newspaper Tamil Alai run by the TMVP. The newspaper, which was earlier run by Karuna loyalists, was run by Pillayan cadres following Karuna's departure to the UK. Reports from the area said that a tense situation prevailed during the day. The situation however was brought under control the following day where that Karuna cadres had left the office premises. <BR/><BR/>The conflict within the TMVP is nothing new. It has been evident on several occasions in the past as well. Karuna and the current Eastern Province Chief Minister, Sivanesathurai Chandrakanthan alias Pillayan were at loggerheads due to financial issues of the party before the former left for the UK. <BR/><BR/>The tension was kept under wraps by the TMVP.<BR/><BR/>Last year saw several clashes between Pillayan and Karuna loyalists in Batticaloa which resulted in many of the Karuna supporters being 'detained' by Pillayan. Pillayan had reportedly taken over almost all of Karuna's offices. This too was denied by the TMVP.<BR/><BR/>Not on good terms<BR/><BR/>The name Karuna Amman was not in the limelight as far as the TMVP was concerned for at least one year after he had left for the UK. Pillayan was recognised as the leader of the party. Despite reports that Karuna and Pillayan were not on good terms, the TMVP constantly said that Karuna was the leader of the party and Pillayan his deputy.<BR/><BR/>Following Karuna's arrival in Sri Lanka last June, the scenario changed dramatically with the attention shifting more towards Karuna. Though there were no clashes or confrontations reported due to the feud within the TMVP, there was always a doubt on how both would work together after Pillayan was made Chief Minister of the Eastern Province. <BR/><BR/>Karuna however said that he will continue to be the leader and would not interfere with the work of the Chief Minister. Little did we know at the time though that he would soon be made a lawmaker of the country.<BR/><BR/>Today however the gloves are off and the party has openly shown its displeasure over Karuna's remarks of not wanting police powers for the Eastern Province. TMVP Spokesperson Azath Moulana said that the party is 'shocked' to hear the statements made by Karuna Amman and considered it to be his personal view and not of the party.<BR/><BR/>This tension between the two loyalists have so far not affected the civilians directly. Though there was tension in Batticaloa when the TMVP press was taken over by Karuna cadres, no civilians were targeted or affected due to the feud.<BR/><BR/>The police have said that it had taken appropriate action to make sure the situation was brought back to normal.<BR/><BR/>Private issue<BR/><BR/>So far, the police had not taken anyone into custody on the TMVP press issue. Police Spokesperson SSP Ranjith Gunasekara said that it was a private issue concerning the TMVP and there was no violence reported. <BR/><BR/>The duty of the police is not limited to look into problems as and when incidents happen. It is also their duty to make sure that incidents of this sort in the future do not affect normal civilian life. "We cannot forecast about the future," says the Police Spokesperson. It seems that the police has still not taken steps to protect civilians from the internal feuds of armed groups functioning in the area. These former LTTE cadres are still armed to the teeth and roam freely. <BR/><BR/>The east is a sensitive region, being the home of all three communities. So far, there have been no communal clashes in the region.<BR/><BR/>The only time there were clashes were when there was confusion as to who would be appointed the chief minister of the east. The confusion began when Pillayan and M.L.A.M Hisbullah both claimed they will be appointed chief minister, following the UPFA victory at the Eastern Provincial Council polls on May 10. <BR/><BR/>It however turned out that Pillayan was appointed the chief minister with word in the grapevine being that India was in favour of Pillayan's appointment. Even after the appointment however there were clashes between the Tamils and the Muslims. The clashes were so intense that Tamils who were passing Muslim areas were stoned and vice versa. Both parties amicably settled the issue subsequently. Thankfully, no issues have cropped up since.<BR/><BR/>Different situation<BR/><BR/>Today, the situation has slightly changed and we find conflicts of opinion within the same party, the TMVP. Though this would not create ethnic disharmony in the region, it will definitely have an impact on the civilians who are now getting used to the environment after the east was liberated from the Tigers. Last week, when President Mahinda Rajapaksa summoned heads of media organisations and newspaper editors to Temple Trees, Karuna was also present, and was invited to speak soon after the President. Presidential Secretariat translator, M.K. Rahumath translated Karuna’s speech for those present. <BR/><BR/>“What the eastern people need right now is development. We are in the process of reshaping their ideas vis-à-vis the Sinhala people. Under these circumstances, if we ask for police powers in the east, that would look suspicious,” he told the newspapermen. <BR/><BR/>The media went on to give his statement a great deal of play.<BR/>Simultaneously, fissures began to show in earnest, within Karuna’s party, the TMVP. <BR/>Once these statements appeared in the news, TMVP Chairman Kumaraswami Nanda Gopalan stated publicly that, Karuna Amman’s statement did not reflect the opinion of the party. Gopalan told the BBC’s Tamil Service that, not only did the TMVP stand for police powers in the eastern region, but they also held to the position that, the 13th Amendment should be fully implemented, with all powers stipulated therein being delegated to the Provinces. He added that, as per the papers filed with the Elections Department, the TMVP’s legitimate Chairman was himself. <BR/><BR/>In a further blow to Karuna’s supremacy, the TMVP’s Political Unit Head, Kailesh Raja, said that, although the former LTTE commander deserved a certain degree of respect, for founding the party, all credit for building it up to being what it was currently should go to Eastern Province Chief Minister Sivanesathurai Chandrakanthan alias ‘Pillaiyan’. <BR/>“We don’t know at this point, whether the media interpreted Karuna’s statement about not wanting police powers in the east or, whether this was his personal view he was expressing at the forum. At this point, Chief Government Whip, Dinesh Gunewardane said that, Chandrasekeran said it in his capacity as a leader of a party and that, these sentiments were not the position of the government. However, several ministers had raised concerns at the Cabinet meeting held on the same day, regarding Chandrasekeran’s outburst. Here, the President assured his ministers that he would summon Chandrasekeran and question him in this regard. Upon inquiry, Chandrasekeran said that he met the President at Temple Trees and explained the circumstances which led to his statement and added that, the President had instructed him to act with more responsibility and caution as a member of the Cabinet. The statement said Karuna had betrayed the Tamil people after being appointed as a Member of Parliament at the expense of the rights of the Tamil community.<BR/><BR/>The statement called upon Pillayan not to make such decisions that would push the Tamils to a helpless situation. "Karuna Amman has been bought over. What would be the state of the people of our district if Pillayan also abandons us?" the statement said.<BR/><BR/>The divisions within the TMVP widened with the Pillayan faction openly challenging Karuna’s leadership.<BR/><BR/>Soon after Karuna’s statement that provincial councils did not require police powers, Pillayan loyalists and TMVP General Secretary, E.
